MEDIA RELEASE: APPLY FOR INDIGENT BENEFITS AND PENSIONER REBATES

The Mossel Bay Municipality is hosting an open day to assist residents to apply for rebates and discounts on 8 May 2025 at the D’Almeida Civic Hall. Officials will be available from 𝟏𝟐:𝟎𝟎 𝐭𝐨𝐭 πŸπŸ—:𝟎𝟎. All qualifying residents are welcome to attend the open day, regardless of which ward they reside in. Visits to other wards will be communicated in due course.
𝑸: π‘ͺ𝒂𝒏 π’„π’π’π’”π’–π’Žπ’†π’“π’” π’’π’–π’‚π’π’Šπ’‡π’š 𝒇𝒐𝒓 π’‚π’π’š π’…π’Šπ’”π’„π’π’–π’π’•π’” 𝒐𝒓 𝒓𝒆𝒃𝒂𝒕𝒆𝒔?
A: There are 4 categories of indigent subsidies namely the Valuation Indigent, Indigent Level 1, Indigent Level 2 and Indigent household where a person with
a disability resides.
Owners with a residential property valuation of less than R125 000 will automatically qualify.
Households are classified as Indigent Level 1 households if they applied and their household income of all residents older than 18 years is less than R4 660 per month. Households are classified as an Indigent Level 2 household if the household income of all residents older than 18 years is less than R9 320 per month. Mossel Bay Municipality also assists households where a disabled person is part of the household if their household income of all residents older than 18 years is less than R9 320 per month.

A: Valuation Indigent, Indigent Level 1 households and households where a person with a disability lives will:
β€’ Receive 6kl of free water and 50 kWh of free electricity monthly
β€’ NOT pay any basic charges for water and electricity services
β€’ NOT pay for property rates, refuse services or sewerage services
An Indigent Level 2 household will:
β€’ Receive 6kl of free water and 25 kWh of free electricity monthly
β€’ ONLY pay 50% of the basic charges for water services
β€’ ONLY pay 50% of property rates, refuse services and sewerage services
𝑸: π‘―π’π’˜ 𝒄𝒂𝒏 π’„π’π’π’”π’–π’Žπ’†π’“π’” π’’π’–π’‚π’π’Šπ’‡π’š 𝒇𝒐𝒓 π’‘π’†π’π’”π’Šπ’π’π’†π’“ 𝒓𝒆𝒃𝒂𝒕𝒆𝒔?
A: Mossel Bay Municipality offers pensioner’s discounts on rates, sewerage charges and basic charges on electricity. A pensioner household that earns up to R19 910 per month receive a 50% subsidy, whilst a pensioner household that earns up to R26
620 per month qualifies for a subsidy of 30%, subject to certain conditions.

A: Residents who are within the income brackets, can contact Debtpack (044 620 4480) or visit any of the Debtpack offices (based at municipal offices) to ensure that those who qualify based on household income receive rebates on their municipal account as per approved policy.
𝑸: π‘―π’π’˜ 𝒅𝒐𝒆𝒔 𝒐𝒏𝒆 π’‚π’‘π’‘π’π’š 𝒇𝒐𝒓 𝒂 𝒓𝒆𝒃𝒂𝒕𝒆?
A: The account holder must apply on the prescribed application form.
The following items must accompany the application:
(a) Municipal account number of the household
(b) Proof of the account holder’s identity
(c) Proof of income of the total household
(d) Proof of registration of the person with a disability (if it is an indigent household with disabled person)
(e) A medical certificate to confirm the client’s health condition must be obtained at regular intervals to qualify for this support (if it is an indigent with disabled person)
(f) Sworn affidavit that the person with a disability is a permanent resident of the property (if it is an indigent with disabled person)
(g) Completed Consent Form of the South African Revenue Service (SARS)
