OVERVIEW

As part of the Municipality’s role in planning and implementation of human settlements projects on behalf of the Provincial Department of Infrastructure. The Municipality is relying on the following income streams to deliver houses

Funding Sources

·       Capital Replacement Reserves - CRR

·       Human Settlements Development Grant (HSDG)

·       Informal Settlement Upgrade Partnership Grant (ISUPG).

·       Asset Fund Reserves – AFR

The housing demand is on its peak with 11018 backlogs, refer to the table below. The figures below reflets the housing need per area. The more demand is on the urban side than the rural communities of Friemersheim and Herbartsdale. 

 

 

 

The qualification criteria for a government subsidised housing is as follows;

                Must be on the waiting list or database - WCHDDB.

                Must be a South African Citizen.

                Must be contractually capable.

                Must be married or habitually cohabit with a partner.

                Must be single and have financial dependants.

                Must earn between R0,00 - R3 500,00 per month, per household.

                Must be a first-time government subsidy recipient.

                Must be a first-time home / property owner.

With the minimal housing funds allocated to the Municipality we were able to successfully deliver the following housing projects.

·       Wolwedans 13 Landslip victims’ houses

·       Sinethemba 194 UISP serviced sites

·       Toilet Projects for various wards in Mossel Bay.

 

Currently the Municipality is implementing the following projects

·       Wolwedans Land Rehabilitation

·       UISP 9200

·       Sonskynvallei FHF 27 sites

·       New Rest IRDP 120

·       Yakhindlu 21

 

The Planned housing projects

According to the Housing Act of 1997 all municipalities, as part of their function to promote integrated development planning must utilise the framework of national and provincial housing legislation to ensure that the residents of its area of governance have access to adequate housing opportunities. Mossel Bay Municipality has planned to realise this legislative obligation. All the planned projects are on the approved housing pipeline and are situated within restructuring zones and forms part of PHSHDA.

The planned housing are as follows

·       Military Veterans

·       Social Housing - 710 units

·       Toekoms 25 - units

·       Grootbrak – 140 units

·       Spekboom – 2900 units

·       Site K - 400 units

·       Bartelsfontein toilets

·       Mossel Bay external toilets

 

Municipal Rental Flats

Besides the BNG or IRDP housing provision, the Municipality is also providing accomodation in the form of Rental Flats. Mossel Bay Municipality owns 128 rental flats. The Municipality is responsible for the maintenance of the flats. The tenants are responsible for the minimum rental fee which is determined by the annual Council approved tariffs

Informal Settlements

The Municipality has 28 informal settlements. Most of the settlements are on the Municipal land which makes it possible for the Municipality to provide the basic services. The Municipality through the UISP implementation agent conducts surveys within reasonable intervals. The Municipality’s law enforcement is playing an active role in preventing the growth of the settlements including use of the drone technology.
