The housing demand is
on its peak with 11484 backlogs, refer to the table below. The figures below
reflets the housing need per area. The more demand is on the urban side than
the rural communities of Friemersheim and Herbartsdale.

Who can register on the Housing Demand Database?
The Housing
Demand Database is intended for people who need housing assistance and who may
qualify for government housing programmes.
It is also very
important that residents keep their details updated. If your cell phone number
changes, your income changes, your household circumstances change, or your
marital status changes, your information should be updated on the database.
Does being on the Housing Demand Database mean that a person will automatically receive a house?
No, being
registered on the Housing Demand Database is important, but it does not
automatically mean that a person will receive a house immediately.
It also does not mean that a person qualifies for every housing project or every housing opportunity.
The qualification criteria for a government subsidised housing is as follows;
Must be
on the waiting list or database - WCHDDB.
Must
be a South African Citizen.
Must
be contractually capable.
Must
be married or habitually cohabit with a partner.
Must
be single and have financial dependants.
Must
earn between R0,00 - R3 500,00 per month, per household.
Must
be a first-time government subsidy recipient.
Must be a first-time home / property owner.
Currently the Municipality is implementing the following projects
Mountain
View First Home Finance (FHF) units
The First Home
Finance units are intended for households earning between approximately R3,501
and R22,000 per month.
The purpose of
First Home Finance is to help qualifying first-time buyers access home
ownership.
The Mountain
View First Home Finance units are double-storey block units of approximately
45m², with a living area, open-plan kitchen, bathroom and two bedrooms.
The Selling
price is R429 000, The Department has introduced Instalment Sale Agreement
(ISA) to make the selling of FHF units affordable and seamless

The Planned housing
projects
According to the
Housing Act of 1997 all municipalities, as part of their function to promote
integrated development planning must utilise the framework of national and
provincial housing legislation to ensure that the residents of its area of
governance have access to adequate housing opportunities. Mossel Bay
Municipality has planned to realise this legislative obligation. All the
planned projects are on the approved housing pipeline and are situated within
restructuring zones and forms part of PHSHDA.

· Grootbrak – 140 units
· Spekboom – 2900 units
· Site K - 400 units

Municipal Rental Flats
Besides the BNG or IRDP housing provision, the Municipality is also providing accomodation in the form of Rental Flats. Mossel Bay Municipality owns 128 rental flats. The Municipality is responsible for the maintenance of the flats. The Municipality has appointed a Contractor Lupha Trading to do some repairs on the flats. So far, the contractor has done the ceilings and windows. They have also started with the painting on the flats.
The tenants are
responsible for the minimum rental fee which is determined by the annual
Council approved tariffs

Informal Settlements
The Municipality has 28
informal settlements. Most of the settlements are on the Municipal land which
makes it possible for the Municipality to provide the basic services. The
Municipality through the UISP implementation agent conducts surveys within
reasonable intervals. The Municipality’s law enforcement is playing an active
role in preventing the growth of the settlements including use of the drone
technology.
