The administration of the Municipality of Mossel Bay is headed by a Municipal Manager, who is also the Accounting Officer of the Municipality. Five Directors, each heading a Directorate or Department, report to the Municipal Manager.
The functions of the six directorates are as follows:
1. Directorate of Technical Services
The Directorate is responsible for Electrotechnical Services (Electricity Distribution and Street Lighting); Civil Services (Water and Sewer, Streets and Storm Water, Project Management) and Mechanical Services (Pump Stations, Telemetry and Fleet Management).
2. Directorate of Community Services
The Directorate is responsible for the provision of Cleansing, Environmental Health Services not provided by the Eden District Municipality, Community Safety, Fire and Rescue Services, Library Services, Welfare Development, Sport, Recreation and Facilities.
3. Directorate of Corporate Services
The Directorate is responsible for support services which include the Secretariat, Typing Services, Archives, Switchboard and Cleaning, Legal Services, Human Resources, Change Management (Integrated Development Plan, Employment Equity and Performance Management System and Socio-Economic Development (Local Economic Development, Youth Development, Gender and HIV/AIDS Affairs and Ward Committees).
4. Directorate of Financial Services
The Directorate is responsible for Financial Administration (budget, credit control, cash flow management, loans, investments and valuations), Income, Expenditure, Information Technology and Supply Chain Management.
5. Directorate of Development and Planning
The Directorate is responsible for town and regional planning, including the Spatial Development Framework, and human settlement. The daily administration of the department includes applications for land use changes, departures, rezoning, removal of restrictions, subdivisions, consent uses as well as the administration of current land uses, approval of building plans and building inspections.
